Honestly, I Mean It!

What does it mean when someone says to you, "Honestly, ---" or "Frankly, ---"? Why should he/she feel the need to indicate that he/she is being honest in that particular instance? Perhaps because he/she isn't normally honest?

Why do people say that anyway? It seems silly.

But why should you feel the need to emphasize that you're being honest if you're in a situation that requires you to be honest? It just sounds silly to do that. On the other hand, you could be jokingly telling your friend "You stink," then you laugh for a few seconds, then you say "seriously." o_o

Because people usually don't take others seriously until it is emphasized. Honestly, man.
